Health Survey and Development Committee (Bhore Committee) – 1943

Purpose of Health Survey and Development Committee 1943:

  • The Bhore Committee, led by Sir Joseph Bhore, was set up to evaluate the existing healthcare system and recommend ways to improve public health infrastructure.

Objectives of Health Survey and Development Committee 1943:

  • Assess the state of public health services in India.
  • Recommend improvements in the healthcare delivery system.
  • Propose the development of primary health centers and training programs for healthcare workers.

Findings:

  • Healthcare facilities were inadequate and largely urban-focused.
  • Rural areas lacked basic healthcare services.
  • Malnutrition and communicable diseases were prevalent.
  • There was a shortage of qualified doctors, nurses, and pharmacists.

Recommendations:

  1. Establishment of Primary Health Centers (PHCs) to deliver healthcare services in rural areas.
  2. Integration of preventive and curative services at the PHC level.
  3. Emphasis on health education and disease prevention programs.
  4. Development of training institutes for medical and paramedical staff.
  5. Increase in government expenditure on public health infrastructure.

Outcome:

  • The recommendations led to the establishment of the Primary Health Center (PHC) system in India.
  • It laid the foundation for rural healthcare delivery.
  • The report also influenced future legislation for pharmaceutical and healthcare development.
